Dr. Zhaoting Zhang is a distinguished scholar and Ph.D. candidate in Administrative Management at the School of Public Administration, China University of Mining and Technology . She holds a Master’s degree in Library and Information Science from Guizhou University of Finance and Economics  and a Bachelor’s degree in Financial Management from Jiangsu Normal University (2018). Her professional experience includes her current role at the Xuzhou Administrative Institute, where she contributes to public governance research and administrative innovation. Dr. Zhang’s academic expertise spans digital transformation of public health services, administrative governance, rural development, and sustainable policy implementation.
